From July 20th to August 29th, 2009, a delegation of members of the Executive Bureau and of the Permanent Secretariat led by the National President of ACDIC toured the ten regions of Cameroon to preside the Regional General Assemblies. The decision to organise general assemblies was made on May 9th, 2009 during an Executive Bureau meeting and had as objectives to: - (i) Present the activity report and bring answers to some questions and preoccupations of the population, - (ii) Revive the association at the level of the regions, - (iii) Appoint regional officials.
The regional tour which ended in grand style at the Yaounde Congress centre saw the massive participation of the population as well as officials from all the regional bureaus, but above all remarkable moments like support from public authorities, election and appointment of officials and the following resolutions taken in all ten regions:
With regard to the campaign against the importation of frozen chicken: Follow-up measures banning imports and continue advocacy actions to boost the local production sector, as well as an accrued implication of IPAVIC (the Cameroon Poultry Association).
With regard to Economic Partnership Agreements (EPAs): Follow-up with civil society representation in these negotiations and insist on regional integration and development.
With regard to the food sovereignty campaign: Follow-up sensitisation of the population on the necessity of this sovereignty by promoting local production as well as local consumption. It is also important to take into consideration family farming.
With regard to the 620 000 petitions still lying at the headquarters of ACDIC: Write to the new Prime Minister asking for an audience to receive these petitions and in case he doesnt react in under two months just like the former Prime Minister did, these petitions would be delivered using one of the methods known to the civil society.
With regard to corruption and embezzlements in the Ministry of Agriculture and Rural Development: The fight against corruption should become a main preoccupation considering that this act increases inequalities, but also a setback to any development action.
DETERMINING ACTION: Insist on absolute transparency in the management of subsidies and other support in the Ministry of Agriculture, like the origin of the fund, list of beneficiaries and place of execution of initiatives. If this is not done, ACDIC has the means to carry out control and follow-up with the help of its regional bureaus at every level.
With regard to the report of the National Anticorruption Commission (CONAC) which confirms allegations made by ACDIC regarding embezzlements within the maize programme in the Ministry of Agriculture. It was recommended that:
- The Minister of Agriculture and Rural Development resigns or be replaced because as head of the ministerial department he is responsible for these embezzlements and seems to be unworried and indifferent faced with acts of poor governance in his Ministry.
- Civil actions be taken against the 47 agents whose names appear in the CONAC report and suspected of corruption practices.
With regard to ACDICs new field of actions:
- Transport between the North and South of Cameroon: Given that memories of the train accident that occurred on the eve of the general assembly were still fresh, the population recommended that actions be taken in order to ameliorate transport conditions especially between the North and South.
- The Health system, education and basic necessity services (water, electricity, and telecommunications) are some of the issues the population would like ACDIC to work on.
The Executive Bureau and the Permanent Secretariat appreciates the increasing number of youths and women in the leading bodies of the association and wishes to reiterate the apolitical and non religious nature of ACDIC. Members of the bureau insist on the commitment and determination to play a role as actors of the civil society with responsibility, independence and as citizens in order to better the living conditions of the population.
